Sin Bin Guidelines for Referees and Clubs

Players: -

  1. A player guilty of foul play (i.e. obstruction, unsportsmanlike conduct, repeated infringements or flagrant intentional violation of any law) may be sent off, temporarily suspended for up to 10 minutes, or cautioned that he will be sent off if he repeats the offence.
  2. For a similar offence, after a caution or temporary suspension, the player must be sent off.
  3. A player ordered to serve a temporary suspension shall remain behind his dead-ball line at a point between the goal posts and shall not enter the field of play or in-goal area until he is permitted by the referee to resume playing.
  4. Front row players who are temporarily suspended may be replaced, however one of his teammates must also leave the field of play. The captain of the team with the temporarily suspended player must designate a player to serve the suspension. He may not designate a front row player.
  5. The temporary suspension begins when the player reaches his own dead ball line.
  6. The temporary suspension will not carry over from the first to the second half.
  7. The temporarily suspended player may not receive any coaching or advice from anyone. The player may be given water etc.

Temporary Substitutes. (Blood Subs)

  1. A temporary substitute guilty of foul play may be sent off, temporarily suspended for up to 10 minutes or cautioned that he will be sent off if he repeats the offence.
  2. For a similar offence, after a caution or temporary suspension the player must be sent off.
  3. A temporary substitute ordered to serve a temporary suspension shall remain behind his dead ball line at a point between the posts and shall not enter the field of play or the in-goal area until he is permitted by the referee to resume playing.
  4. Temporary substitutes who are front row players and are temporarily suspended may be replaced, however one of his teammates must also leave the field of play. The captain of the team who has a player temporarily suspended must designate a player to serve the temporary suspension. The captain may not designate a front row player.
  5. The player who was substituted for by the temporary substitute may not resume playing until his temporary substitute has been granted permission to resume playing and has played in the match. The substituted player may resume playing at the next appropriate stoppage of play.
  6. The temporary suspension begins when the player reaches his own dead ball line.
  7. The temporary suspension will not carry over from the first to the second half.
  8. The temporary suspended player may not receive any coaching or advice from anyone. The player may be given water etc.

Notes: - Flagrant intentional fouls (professional fouls) would most often be called at the higher levels of play (Men’s Div 1 A&B-sides, Men’s Div 2 & 3 A sides, Women Div 1 & 2 A side). These types of fouls may include but are not limited to:

Not releasing the ball after a tackle when out numbered by opponents;

Not releasing the tackled player when out numbered by opponents;

Intentional collapse of a scrum, ruck or maul;

Kicking or throwing the ball so that the non-offending side cannot quickly restart play;

Lingering or drifting laterally when in an offside position to limit the options of the opposing side while attempting to get on-side.

The referee is to take into account the level of play, weather, competitiveness of teams, etc. before temporarily suspending anyone.

All players, substitute players, coaches and club representatives are reminded that they are expected to act as good sportsmen at all matches. Any club member whether they are participating in the match or not is subject to sanctions by the LAU Disciplinary Chairman.

Disciplinary Procedures

A player who has been temporarily suspended will be reported to the LAU Disciplinary Chairman and the referee chairman.

Any player who has been temporarily suspended three times will be suspended from play for a period of at least two weeks. Any further suspensions will be treated in the same manner.

If a player is sent off during a match in the interim, the reports of his temporary suspensions will be used as evidence of that players usual match demeanor.
